Procure Partnerships to launch £12bn developer framework
Set to accept tenders this summer, the national framework will include region-specific lots for development agreement, joint venture, and strategic partnership work.
This will be the first developer framework for Procure Partnerships Framework, and one of only a few of its kind in the country.
PAGABO also runs a £47bn developer-led framework, which was launched in 2020 and concludes this month.
Procure Partnerships’ developer framework is due to go live in October and is set to have a lifespan of four years. Procure Partnerships estimates that it will have a value of £12bn. Wirral Council is the contracting authority.
The framework will be geared for use by local authorities, combined authorities, NHS Trusts, housing associations, universities, and more. They will be able to appoint developers from the framework either directly or through mini competitions.
The developer framework will be broken down by region, with lots targeting specific work in the North East, Yorkshire, North West, East Midlands, West Midlands, East of England, London, South East, and South West.
This regional focus was very intentional, according to Faye Dolan, framework director at Procure Partnerships.
“We have been deliberate in structuring this framework regionally, because we know that successful development partnerships are built on local knowledge, relationships and a genuine understanding of place,” she said.
“Whether a public body is looking to deliver a community hub or a major town centre development, the framework is designed to give them access to the right developer, in the right region, at the right scale, and to do so compliantly and quickly.”
One lot will focus on development agreements, including work related to forward funding, land and build, and turnkey delivery agreements. These regional lots will in turn be subdivided into four value bands: up to £30m, £30m-£50m, £50m-£100m, and £100m+.
Another will be dedicated to joint ventures and strategic partnerships, including structures like leaseback arrangements, regeneration vehicles, and your standard 50/50 partnership. These lots will be subdivided into three value bands: up to £50m, £50m-£100m, and £100m+.
Successful companies bidding for the framework will range from SMEs to national firms, according to Procure Partnerships.
