West Northants confirms replacement chief executive

Interim boss Martin Henry has been confirmed as the authority’s permanent chief executive officer, eight months after the departure of Anna Earnshaw.

Henry was formerly the council’s executive director for finance, a post he held since the council was established in May 2020 until he became executive director for resources in May.

He was appointed as interim chief executive last November.

He has previously worked in senior finance roles with Capita and the Police and Crime Commissioner for Leicestershire.

James Smith takes over as chief finance officer.

Councillor Mark Arnull, Leader of West Northamptonshire Council, said: “I’m delighted that Martin and James have been appointed to these key leadership roles and reflect the wealth of talent and expertise we have within our Council.

“Martin has provided exemplary leadership since the Council was created, most recently in the interim chief executive role, while James has also been instrumental in strengthening the Council’s financial stewardship and supporting our long-term sustainability. I look forward to working closely with them as we take the Council forward into its next chapter.”
