Agreement signed for latest phase of Derby’s Manor Kingsway
Homes England plans to build up to 135 houses at a former Derby hospital building are set to move forward, two months after being approved by city council planners.
The outline proposals were put forward earlier this year for Kingsway Boulevard, around two miles west of the city centre, part of a wider Manor Kingsway scheme which will see around 700 homes developed on surplus hospital land between the Royal Derby and former Kingsway hospitals.
The proposals were given the thumbs up by the Derby City Council’s planning committee in April, pending a Section 106 agreement, which was signed last month. A decision notice has now been issued, approving the application.
Under the agreement, at least 30% of the homes must be allocated as affordable housing, while a management plan for around 20,000 sq ft of planning public open space is also set to be submitted to the city council.

A business park was earmarked for the site under original outline plans approved in 2014, but the site was switched to housing after a “lack of developer interest” in the project, and increased housing pressures in the city, according to documents submitted with the latest scheme.
“The purpose of the business park allocation was to provide a mix of uses on the strategic regeneration site, including job opportunities,” said a report by the city council’s planning officers.
“It is material that no demonstrable interest has been identified for this use and no planning application has been forthcoming. It is understood that the landowner has sold the land to Homes England on the understanding that they would be seeking a residential use.”
