Clegg lined up for multi-storey’s rebirth as Karparc

Developer Capital&Centric has entered into a pre-construction services agreement with the Nottingham contractor for the 111-home Newcastle-under-Lyme project.

Thought to be the first time a multi-storey car park has been repurposed into housing, work is expected to start on site later this year.

The car park conversion will see the Brutalist frame reimagined as a community of one- and two-bedroom apartments. Underneath a striking three-storey atrium, residents will enjoy greenery and social spaces including a gym, lounge, mini cinema and social hub.

John Moffat, joint managing director at Capital&Centric, said: “This isn’t your average regeneration. We’re flipping expectations of what’s possible in our towns. Signing with Clegg Construction means Karparc is one big step closer, bringing new homes, green spaces and energy to a spot that’s long been overlooked. We can’t wait to get going this autumn.”

This is one of three sites on which C&C is working with the council, along with the Astley Place shopping centre’s repositioning and the redevelopment of Rye Park.

Simon Tagg, Leader at Newcastle-under-Lyme Council, said: “It’s great news that this pioneering scheme, one of three being delivered for the council by Capital & Centric to reimagine Newcastle town centre, has reached an exciting new phase.

“We’re really looking forward to seeing this visionary project – the first of its type in the country – come to life which will attract new people into the area who will in turn support our local businesses.”

The developer is also working with City of Wolverhampton Council on the St George’s project, with a planning application expected in early 2026. It is also behind the eyecatching Goods Yard scheme close to Stoke-on-Trent station, and a host of projects across the North of England.
