Vistry bags consent for second Upper Lightborne phase
Backed by Homes England, the mixed-tenure housebuilder has received permission from Stratford-upon-Avon Council for a further 280 homes at Windmill View, with 99 designated as affordable.
The remaining 181 homes at the scheme, around 6m from Leamington Spa, will be available for sale on the open market.

“The shortage of affordable homes across the UK provides a significant challenge, and we are intensifying our efforts to address this issue and provide homes where they are most needed.”
Handovers started earlier this year on homes within the 259-home first phase of the project, which includes 130 affordable homes managed by registered provider Citizen. Fifty homes for private rent are available through Leaf Living, with 79 to be sold on the open market under the Linden Homes brand.
The start of work on triggered an investment of more than £2m in healthcare, education, roads, and other local services.
Windmill View forms part of a wider development will eventually provide around 1,000 homes, with other housebuilders such as Taylor Wimpey also active in Upper Lightborne since outline consent was established by CEG for a new community in 2016.
Stratford Council launched a process in 2024 to appoint a design team for a £3.85m community hub.
